Minimum Qualifications of Education and Experience
Master’s degree from an accredited college or university in a related field and seven (7) years of progressively responsible experience in a similar position as listed in the work functions with four (4) of those years in a supervisory role.
OR
Bachelor’s degree from an accredited college or university in a related field and eight (8) years of progressively responsible experience in a similar position as listed in the work functions with four (4) of those years in a supervisory role.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years
Nature of Work
Under general direction, leads an assigned division and is responsible for assisting the County Administrator by carrying out special projects. Presents information and recommendations to the County Board for committees and projects. Makes County-wide decisions and directs the development and implementation of administrative policies, programs, and services. Acts in the absence of the County Administrator.
Examples of Work
- Leads a division of Olmsted County and oversees assigned departments. Establishes County and division budgets and goals, and reviews performance.
- Collaborates, communicates, and ensures sharing of resources across departments in the division.
- Directs special multi-faceted projects across divisions, governmental agencies, and citizen groups.
- Authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees’ grievances (in conjunction with the HR Director as appropriate) on behalf of the employer.
- Makes recommendations to the Administrator and the County Board regarding community relations and promotes citizen participation.
- Presents information, status reports, and policy recommendations related to programs and operations to elected officials, County Administrator, and the executive management team.
- Presents at conferences, seminars, public hearings, and other meetings, representing the County.
- Signs County ordinances, resolutions, and real estate documents in the absence of the County Administrator and Deputy Clerk of the County Board.
- Performs related work as required.

- Considerable knowledge of Minnesota government and the principles and practices of public finance, policy analysis, planning, public administration, laws, ordinances, regulations and services and programs of county government.
- Knowledge of principles of management analysis necessary to analyze, recommend and evaluate programs, administrative policies, and organizational structures.
- Thorough knowledge of inter-governmental relations.
- Thorough knowledge of economic and social challenges of the County and of its resources.
- Skill in planning, implementing, and evaluating programs, systems, policies, and procedures.
