Mental Health Professional/Clinical Trainee - Crisis Response

Minimum Qualifications of Education and Experience
Candidates may be considered at the Mental Health Professional or Mental Health Practitioner Clinical Trainee level based on education, experience, and licensure.
Mental Health Professional: (Expected starting salary is $38.08 to $50.84. Full salary range is $38.08 - $63.61.)
Master's degree from an accredited college or university in clinical counseling, psychology or clinical social work and two (2) years of experience in specific unit or area of specialty.
Required Special Qualifications:
One of the following Mental Health Professional Licenses in the state of Minnesota per Sec. 245I.04 MN Statutes: |
- Licensed Independent Clinical Social Worker (LICSW).
- Psychologist licensed by the Board of Psychology.
- Physician licensed under chapter 147 if the physician is: (i) certified by the American Board of Psychiatry and Neurology; (ii) certified by the American Osteopathic Board of Neurology and Psychiatry; or (iii) eligible for board certification in psychiatry.
- Marriage and family therapist licensed under section 148B.29 to 148B.5301.
- Licensed Professional Clinical Counselor (LPCC).
- Registered Nurse who is licensed under sections 148.171 to 148.285 and is certified as a: (i) clinical nurse specialist in child or adolescent, family, or adult psychiatric and mental health nursing by a national certification organization; or (ii) nurse practitioner in adult or family psychiatric and mental health nursing by a national nurse certification organization.
Mental Health Practitioner - Clinical Trainee: (Expected starting salary is $34.59 to $46.18. Full salary range is $34.59 - $57.77.)
Master’s degree from an accredited college or university in clinical counseling, psychology or clinical social work and pursuing a professional license in one of the following: LP, LPCC, LMFT, LICSW.
Required Special Qualifications:
Licensure as a Mental Health Professional (LICSW, LPCC, LP, LMFT) in the State of Minnesota within two (2) years of employment.
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.
Nature of Work
Under direct supervision of the Program Manager, consultation and supervision of Co-Responder and Mobile Crisis Team with the team’s criminal justice partners, behavioral health, and chemical health providers to ensure community members needs are most appropriately addressed. Works collaboratively with law enforcement and medical professionals to ensure that individuals get connected to the resources they need within the community while reducing their interactions with the criminal justice system. Will work collaboratively with both our internal and external stakeholders to build our crisis continuum of care and transition between services. Promotes respectful communication and conflict resolution strategies. Works in a capacity to reach marginalized populations within the community to provide services, supports and applicable resources. Provides consults with clinical team on difficult cases and treatment adherence; performs related duties as assigned.
Examples of Work
- Provides consultation and supervision to Community Outreach Specialists within Co-Response and/or the Mobile Crisis team in accordance with 256B.0624 MN Statute, including after-hours on call. Reviews crisis assessments and intervention services.
- Works varied shifts to include weekend, nights, and holidays as needed for mobile crisis response.
- Coordinates, leads, and responds to calls and scenes in the community either with or without law enforcement, to provide assessment and de-escalation of mental health and/or chemical health situations. Performs clinical supervision duties.
- Manage practices relating to mental health screens and assists staff in identifying those clients who may require/benefit from additional mental health consultation and/or assessment/evaluation.
- Builds partnerships with internal and external stakeholders to expand our community’s crisis continuum of care.
- Assists in data collection and track program outcome metrics.
- Complies with license requirements and follows ethical standards of profession.
- Completes necessary paperwork and documentation for record keeping and billing.
- Provides review of previously/currently accessed services to assist in identifying unmet service needs and make recommendations for future intervention.
- Assists criminal justice partners in understanding and interpreting mental health reports.
- Provides education, training, consultation, and technical assistance on clinical and metal health related issues to criminal justice staff/partners and Community Outreach Specialists.
- Performs diagnostic assessments, functional assessments and treatment planning with clients
- Provides clinical services to clients consistent with assessed needs/treatment plan
- Completes necessary paperwork and documentation for record keeping and billing
- Provides diagnostic mental health assessment, functional assessments, and treatment planning
- Attends and participates in pertinent meetings, including peer clinical consultation meetings
- Manage practices relating to mental health screens and assists staff in identifying those clients who may require/benefit from additional mental health consultation and/or assessment/evaluation
- Gathers and reviews relevant records and information to help inform decision-making and make recommendations
- Assists staff in defining and articulating requests for information, as well as clinical questions to be addressed
- Assists to distinguish level of assistance/intervention based on identified needs
- Coordinates referral process to contracted mental health consultants and service providers in the community, ensuring a timely, useful and quality product
- Provides education, training, consultation and technical assistance on clinical and mental health related issues to criminal justice staff/partners
- Performs clinical supervision duties

- Prepares presentations about program for the County Board and other entities as requested
- Performs crisis assessment and intervention services
- Provides review of previously/currently accessed services to assist in identifying unmet service needs and make recommendations for future intervention
- Facilitates linkage and referral to appropriate services/supports that can address identified needs in a timely manner
- Assists criminal justice partners in understanding and interpreting mental health reports
- Provides information and education for community mental health providers on Criminal Justice processes that effect their clients
- Provide therapeutic services including individual and group therapy as needed
- Complete necessary paperwork and documentation for record keeping and billing

Knowledge, Skills and Abilities Required

- Knowledge and expertise in use of various Clinical Assessment Tools
- Knowledge and skill in providing statutorily defined mental health diagnostic assessments, including diagnoses and treatment planning
- Knowledge of bio/neurofeedback protocol and functions
- Knowledge of parent coaching/couples coaching strategies to aid high risk adolescents and their families to reduce risk of out of home placement, improving family relationships, functioning, and wellbeing
