Minimum Qualifications of Education and Experience

Full salary range- $48.05 to $80.25.

Master’s degree from an accredited college or university in Business Administration, Public Administration, Social Science, or related field and four (4) years of experience in a similar position as listed in the work functions, with three (3) of those years in a leadership or supervisory role.
OR
Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Social Science, or related field and five (5) years of experience in a similar position as listed in the work functions, with three (3) of those years in a leadership or supervisory role.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Desirable Qualifications:
Human Services Leadership Certificate from the University of Minnesota’s Humphrey School of Public Affairs.

Nature of Work

Under general direction, plans and directs Child & Family Services programs.  Assists the Child and Family Services Director with state and local policy development and strategic planning.  Acts in the absence of the Child and Family Services Director and performs related work as required. Leverages the strengths of team members, clarifies roles and responsibilities, and develops employees to reach optimal goals. Supports a diverse, respectful, and inclusive workplace.

  • Leads individuals and teams, builds and maintains engagement, and nurtures a culture of growth to promote a work environment where every employee can reach their full potential.
  • Recommends hiring, promotions, and assignments for team members, and provides regular and timely feedback. Manages employee performance, documentation, and disciplinary actions.
  • Develops and implements standards of performance within department programs. Ensures team performance meets compliance standards.
  • Oversees operations of program areas or units within the Child and Family Services Department.
  • Assists in the development and management of department budget after presenting it to the Director of Child & Family Services, management team, advisory and county board. Implements management financial objectives to prioritize, measure, and evaluate budget goals.
  • Attends and participates in meetings at Federal, State and County levels and represents Child & Family Services on a range of community and state organizations addressing issues in areas of specialty.
  • Conducts special projects as required.
  • Directs the development and oversight of contractual and purchase of service agreements with public or private vendors.
  • Performs related duties as assigned.

Knowledge, Skills and Abilities Required

  • Considerable knowledge of Federal, State and County programs such as public assistance, social services, public health, corrections, waivered service programs, health care programs and other related social determinants of health.
  • Considerable knowledge of Federal, State and County fiscal policies and procedures.
  • Knowledge of legislative proceedings, statutory timelines, court proceedings and rules.
  • Knowledge of strategic planning, project management, data collection, analysis, and continuous improvement.
  • Knowledge of budget management.
  • Knowledge of our community and community resources.
  • Skill in the use of computers and technology.
  • Skill in effective communication, both written and verbal.
  • Ability to lead and direct the work of others and evaluate performance and stimulate professional growth.
  • Ability to organize effectively and efficiently.
  • Ability to establish and maintain effective relationships with staff, clients, and community partners.
  • Ability to apply a systems-thinking perspective.
  • Ability to understand and effectively carry out complex verbal and written communication.
  • Ability to act in the absence of the Director.
