Minimum Qualifications of Education and Experience

Bachelor’s degree from an accredited college in business administration, management information systems, or related field.
OR
Associate’s degree from an accredited college or university in business administration, management information systems, or related field and two (2) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to four (4) years of experience in a similar position as listed in the work functions.


Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Nature of Work

Under general supervision, provides training and system support for staff providing services to clients and conducting assessments for clients. Independently interprets health plan and Department of Human Services (DHS) requirements to update and maintain systems, create and update workflows, and best practices, creates, and maintains forms, and assists with continuous improvement of processes. Runs a variety of reports and provides information as requested to aid in management decisions and to comply with state, local and federal reporting requirements. Troubleshoots system issues and collaborates with vendors. Reviews case files for quality improvement measures for audit preparation and serves as liaison to health plan partners for data exchange and process collaboration. Supports a diverse, respectful, and inclusive workplace.

Examples of Work

  • Assists with the analysis of processes and program performance. Analyzes data, identifies challenges, and recommends continuous improvement strategies.
  • Maintains systems including setup, customization, testing, ongoing maintenance, and troubleshooting.
  • Collaborates with system vendors to recommend improvements and troubleshoot issues.
  • Recommends and implements continuous quality improvement efforts, including processes, policies, and procedures.
  • Creates and maintains reports, workflows, forms, and processes based on health plan and program rules and requirements.
  • Analyzes data to identify gaps in revenue collected and recommends solutions.
  • Develops and conducts ongoing system, process, and program training and documentation.
  • Enters and trains others on the process of entering assessment data and processing health
  • Collects data from systems and runs a variety of reports. Verifies report data for accuracy.
  • Performs other duties as assigned.

  • Knowledge of statewide data systems.
  • Knowledge of human services programs, operations, policies, and procedures.
  • Knowledge of human services fiscal and revenue operations.
  • Knowledge of continuous improvement principles and practices.
  • Skill in the use of computers and technology.
  • Skill in effective written and verbal communication, including presenting.
  • Skill in creating detailed reports and visual aids with a high degree of accuracy.
